Abstract

This paper examines the development of Japan’s “proactive policy public diplomacy” through a period-by-period analysis of the Diplomatic Bluebooks. From the 1960s to 2024, Japan presented itself as a “modern industrialized nation with remarkable development,” a “peace-loving cultural nation,” an “international nation open to the world,” and a “Cool Japan.” Previous studies have analyzed that the foundation of Japan’s public diplomacy has been cultural exchanges, but since Shinzo Abe’s second cabinet in 2013, “strategic outreach” has been emphasized. This period was characterized by actively promoting Japan’s voice on territorial, security, and historical disputes, which it had previously refrained from. In addition, the Prime Minister and the Foreign Ministry actively engaged in “media diplomacy” and “social media diplomacy” instead of indirectly through cultural diplomacy. Four factors drove this change during Abe’s second cabinet (December 2012-August 2020). First, there were changes in the international situation, such as the frustration of the Security Council reform in the early 2010s and the intensification of regional hegemonic competition with China. Second, there was a change in domestic perception that Japan was losing the ‘narrative competition.’ Third, the need for ‘proactive public diplomacy’ to compensate for the weakened image of the country following the Great East Japan Earthquake emerged. Fourth, Shinzo Abe’s tendencies contributed to the change in public diplomacy strategy. This paper notes that advocacy, one of the five elements of public diplomacy, has gained prominence with social media and digital development. In the case of Japan, this paper shows that changes in domestic perceptions of the international community and the disposition of leaders can further strengthen advocacy public diplomacy.
