Abstract

This paper forecasts the course of the trilateral relationship between the ROK, US, and Japan in the era of dual crisis and explores the direction of South Korean diplomacy. South Korean diplomacy is currently facing a dual crisis: a structural crisis arising from the erosion of liberal internationalism, and a situational crisis shaped by the reelection of Donald Trump and the impeachment of President Yoon Suk Yeol. This poses a significant challenge to South Korean diplomacy in general and will adversely affect the improvement of bilateral relations with Japan and South Korea and the strengthening of security cooperation with the United States and Japan. The rise of China and the growing North Korean nuclear threat have strengthened the incentives for security cooperation between South Korea, Japan, and the United States. However, these dynamics also have the potential to amplify South Korean and Japanese frustration with U.S. unilateralism. It is clear that the growing dissatisfaction with the United States is driving South Korea and Japan to cooperate. However, it is important to note that the prospects for bilateral security cooperation are not bright unless conflicts over historical issues are resolved. In response to the intensifying U.S.-China strategic competition and U.S. unilateralist aggression, South Korea must increase its autonomy and flexibility within the ROK-US alliance. It must separate the historical dispute with Japan from the pragmatic management of diplomatic relations and seek a long-term solution in international and multilateral frameworks. It must also share a clear roadmap with Japan to avoid repeating the failure of the Moon administration’s two-track solution.
