Abstract
This study aims to shed light on the direction of Japan’s environmental education policy based on “Education for Sustainable Development (ESD).” The discussion explores the characteristics and limitations of Japan’s Basic Environmental Education Policy (2012, 2018, 2024) through a qualitative research methodology. Japan’s environmental education policy in response to the climate crisis can be described by three key characteristics: (1) the expansiveness of the concept of the environment, (2) the realistic perspective in viewing environmental issues, and (3) the connectivity of cooperative activities in environmental education. The concept of the environment has been extended to include international responsibility, thereby becoming more obligatory. The perspective on environmental issues has shifted from a simplistic preservation approach to one that seeks a balance between sustainable economic development and environmental protection. Furthermore, the policy encourages private-sector-led cooperation and initiatives to achieve its goals. Thus, the direction of Japan’s environmental education policy leans toward a practical approach grounded in international responsibility and private-sector collaboration. However, despite Japan’s global leadership in proposing ESD to the international community, the policy faces several limitations: (1) it fails to adequately reflect local contexts and the administrative capacity of domestic education policy, (2) lacks legal and institutional budgetary support and sufficient professional manpower, limiting the policy’s effectiveness, and (3) encounters challenges in practical implementation due to changes in public awareness and societal perceptions.
