Abstract

China seems to be increasing diplomatic and economic pressure on North Korea. North Korea’s third nuclear test pushed President Xi Jinping to adopt a tough attitude toward the North. Despite its official announcement, China did not implement sanctions on the North. China agreed to vote for UNSC Resolutions against North Korean nuclear tests, but China also inserted clauses limiting the effectiveness of sanctions. When implementing sanctions, China lacked the sincerity and enthusiasm needed to make them work and thus to restrain Pyongyang’s nuclear ambitions. China is uncooperative because Beijing wants Kim Jong-un’s regime to survive. China dislikes North Korea’s nuclear ambitions, but survival of the North’s regime is more important to China than denuclearization. In this situation, China has slim or no potential to change its policy toward North Korea.
