본 연구에서는 제3차 북핵실험을 전후하여 전개되어 온 중국의 대북 행동패턴의 변화에 대한 분석을 통해 시진핑 집권 초기 중국의 대북 영향력에 대한 분석 및 전망을 목적으로 한다. 중국은 제3차 북핵실험 이후 북한에 대한 다양한 영향력 수단을 발휘하여 북한의 도발적 언동에 일정한 제약을 가하였다. 하지만 향후 중국이 북한에 대해 과도한 경제적 압박과 제재라는 수단을 통해 영향력을 행사하는 것은 여전히 쉽지 않다. 능력의 측면에서 본다면 중국은 북한의 생명줄에 해당하는 식량과 에너지를 틀어쥐고 있다는 점에서, 또한 국제사회의 대북제재가 전면적으로 진행되고 있는 가운데 북한을 지지해줄 유일한 국가라는 점에서 상당한 대북 영향력을 갖추고 있다고 보인다. 하지만 그렇다고 해서 이러한 대북 영향력이 북핵포기를 가져올 정도의 영향력이라고 간주하기는 어렵다. 왜냐하면 영향력이란 일방적인 것이 아니라‘관계성’을 드러내는 것으로서 중국의 대북압박과 제재가 본격화된다 하더라도 북한은 지속적 핵개발을 통해 한반도의 긴장고조를 불러일으켜서 역으로 중국에 지정학적 압박을 행사하려 할 것이다. 또한 북한이 핵개발을 중단하더라도 결국 미국에 대한 유화적 접근을 통해 미중간 갈등의 틈새를 활용함으로써 중국의 안보적 이익에 훼손을 가할 수 있기 때문이다. 결론적으로 북핵문제의 실질적 해결을 위한 중국의 대북 영향력이 작동하기 위해서는 궁극적으로 미중간 대북정책 및 핵문제에 대한 인식과 이해의 공유를 넘어서 동아시아 안보질서에 대한 전략적 합의가 전제되어야 한다.
Abstract
This paper examines China’s influence on North Korea in Xi Jinping’s initial years in office, through analyzing China’s behavior change after North Korea’s third nuclear test. China imposed restrictions on North Korea’s provocative speech and conduct by means of various influence immediately after this North Korea’s nuclear test. However, it is not still easy for China to exercise her influence through applying excessive economic sanctions on North Korea. In terms of the ability, China doesn’t only take absolute lifeline for food and energy of North Korea, but is also the only country supporting North Korea in a situation of international sanctions. In this regard, China seems to have significant influence over North Korea. But It is difficult to say that China has the influence bringing about North Korea’s nuclear renunciation, because influence means not a unilateral thing but a relationship. Though China puts pressure on North Korea, North Korea will heighten tension on Korean peninsular through continuous nuclear development and will exert geopolitical pressure on China the other way. In addition, North Korea can cause serious damage to China’s security interest through its pacificatory approach to America, utilizing gap between China and America. In conclusion, China and America need to come to a strategic consultation on security order in East Asia over sharing mutual awareness about the policy on North Korea and nuclear issue, in order to operate China’s influence on North Korea in substance.
