본 연구는 1998년 이후 2년 주기로 발간되고 있는 중국 국방백서 총7권을 종합적이고 체계적으로 분석하는 것을 목적으로 한다. 중국 국방백서는 해당 주제관련 중국의 유일한 공식문서로서 많은 관심을 불러일으켜 왔다. 그러나 백서의 투명성에 대한 의심으로 현재까지 대부분의 연구는 개개 백서에 대한 기술적이고 단편적인 분석에 그쳐온 것이 사실이다. 중국 국방백서가 중국 측의 ‘공식적 담론’으로서 중국의 의도를 선전하는 프로파간다적 성격을 갖는 것은 사실이나 동시에 중국의 ‘전략적 의도’ 또한 포함하고 있으며 7개 백서가 축적됨에 따라 지난 10여 년간 중국의 세계에 대한 인식의 변화를 읽을 수 있게 되었다. 중국은 백서를 통해 주변국의 의심을 불식시키고 그 위상에 걸맞은 책임을 다하는 강대국임을 선전하고자 하나, 동시에 안보 불안과 위기의식을 지속적으로 표출하여 자국의 국방건설과 군 현대화 노력을 정당화하고자 한다. 중국의 이러한 의도는 ‘국제정세’와 ‘국방정책’에 관한 장에서는 긍정적 평가와 부정적 평가의 교차적 제시를 통해서, ‘국방건설’에 관한 장에서는 인민해방군의 평화적 역할을 강조하는 것을 통해서, ‘국제안보협력’과 ‘군축 및 군비통제’에 관한 장에서는 안보협력과 국제기구에 대한 참여, 군축 노력을 과시하는 것을 통해서 나타나고 있다. 나아가 7개 백서에 대한 보다 면밀한 분석은 시간이 지남에 따라 경제와 군사의 관계, 국방의 역할, 외부 위협에 대한 인식이 서서히 변화해가고 있는 것을 보여준다. 2013년 초 발간될 것으로 보이는 ‘2012 국방백서’는 이러한 기조를 대체로 유지하면서 미묘하나 달라진 중국의 인식과 의도를 나타내게 될 것이다.
Abstract
The purpose of this article is to analyze the 7 Chinese Defense White Papers published by Chinese government every two years after 1998. As the only official document in this subject, the Defense White Papers have gotten enormous attention from various researchers and institutions. However, with the suspect that the Papers are only the reflection of Chinese intention, most pre-existing researches have dealt with each White Paper separately in a narrow strategic or military perspectives. Although the papers undoubtedly have some characteristics of propaganda, they also have strategic calculation of Chinese government, and after the accumulation of 7 Papers, now we can trace the changes of Chinese recognition of the outer world during the twelve years when China has become G2 with huge increase of its economic power. Through Papers, China tries to show off its benign intention for peaceful relationships with other countries most of all, but at the same time the country has been presenting several reasons to justify its military buildup and modernization of People’s Liberation Army. The next Defense White Paper seems to be released in the early of 2013. The 2012 White Paper is expected to be not very different in many ways from past White Papers because the basic strategic viewpoint of China doesn’t seem to be changed fundamentally yet. However it will show the subtle changes in the recognition of China as they have done in previous versions.
