서울시 도시철도 등 민자사업의 개선방안 연구 - 위험분담형 비용보전방식 민자사업 사례분석을 중심으로 -

본 연구는 최소수입보장(MRG)제도 폐지 후 전환기에 있는 민간투자 환경 속에서 서울시가 추진하고 있는 경전철 민자사업의 차질 없는 추진을 위한 개선방안을 제시함을 목표로 서울시의 대표적 민자사업인 지하철9호선사업, 우면산터널사업, 그리고 우이-신설 경전철사업의 쟁점과 문제점을 분석해 보았다. 정확한 수요 및 비용추정, 시장상황에 맞는 적정 수익률 적용, 재정부담 완화, 그리고 적시 준공을 위한 개선방안을 제시하였다. 한편 서울 지하철9호선 재구조화 사례 분석을 통해 현행 민자사업의 문제점을 해결하는 새로운 민자사업 추진 방안으로서 현행법상의 투자위험분담제도를 근거로 한 비용보전방식(BTO-Cost Compensation)을 제시해 보고자 하였다.
Abstract
The purpose of this study is to propose improvement programs of PFI projects of SMG in order to successfully pursue the 9 LRT(Light Rail Transit) PFI projects under the repeal of the Minimum Revenue Guarantee in the aftermath of global financial crisis. By using the case study on Seoul Metro 9 and Ui-Sinseol Right Rail PFI projects it tries to discuss the problems and issues of them in terms of accurate estimation of demand and cost, proper profit rate, mitigation of fiscal burden, and timely startup of project. In addition to this, through the evaluation of the restructuring and refinancing of the Metro 9 PFI project, the new BTO-Cost Compensation method for PPPs based on the Investment Risk Sharing System is suggested and applied to overcome the current risk problems of PFI implementation and management of SMG.
