민간투자사업의 중요한 성공 요인 가운데 한 가지는 공공과 민간 부문간 적정한 위험분담이다. 1994년 민간투자법이 제정된 이후 민자투자사업은 양적으로 빠르게 성장하였으며 최소운영수입보장 (MRG) 조항이 중요한 기여를 하였다. 다른 한편, 실제/예측 수요 비율이 낮아 최소운영수입보장으로 인한 정부지출이 증가하면서, MRG 조항은 민간투자사업에 대한 비판의 핵심 원인이 되고 있다. 2009년 정부는 MRG 조항을 폐지하는 대신 위험분담형(BTO-rs) 및 손익공유형(BTO-a)의 새로운 민간투자사업 제도를 도입했다. 이에 본 연구에서는 인천국제공항고속도로 민간투자사업을 사례로 정부 재정지원금, 민간투자 이익 및 내부수익률(IRR)을 기준으로 BTO-MRG, BTO-rs, BTO-a, BTL 등 민간투자사업 추진방식별 성과를 분석하여 정부 재정운용의 효율성과 민간의 적정수익률을 확보할 수 있는 민간투자사업 추진방안을 제시하고자 한다.
Abstract
One of the critical success factors of a PPP (Public Private Partnerships) is appropriate risk allocation between the public and private entities. Ever since the first PPP Law of 1994 in Korea, the size of PPP program has grown rapidly and the MRG (Minimum Revenue Guarantee) clause was an effective measure for it. On the other hand, the government expenditure because of the MRG clause is at the center of the criticism against the PPP policy. To meet the criticism, the government introduced new risk sharing schemes of BTO risk-sharing (BTO-rs) and BTO profit-sharing (BTO-a). Taking a case study of Incheon International Airport Expressway Project, this paper analyzes the performance of PPP by contract type of BTO-MRG, BTO-rs, BTO-a, and BTL based in terms of government fiscal burden, private investment profit, and IRR.
