Abstract
This study investigates the process of community space formation and its developmental trajectory based on the practical experiences of NGO activists supporting Koryoin in South Korea. In-depth interviews were conducted with NGO workers active in the field, and meaningful insights were drawn through case analysis. The findings reveal that the Koryoin community demonstrates a dynamic process in which migrants, through their own practices and participation, create communal spaces—going beyond mere recipient-based support. The development of these community spaces progresses through four key stages in a cyclical and gradual manner. First, the “space sought out of necessity” emerges as early-stage migrants voluntarily seek community support to address practical challenges such as language barriers, residency status, livelihood issues, and legal concerns. At this stage, the community provides essential services including Korean language education, interpretation and translation, legal and administrative consultation, and employment assistance. Second, the “shared space” is formed as cooperation and networks among members expand. This stage involves strengthening internal bonds through heritage language preservation, cultural events, mutual support groups, and increased interaction with the local society. Third, the “autonomous space” is marked by the emergence of migrant leadership and the transition to self-governance through self-help organizations and networks. Fourth, the “sustainable space” is achieved when the community secures an institutional foundation and builds collaborative frameworks with public agencies, ensuring long-term stability and sustainability. Based on this analysis, the study proposes practical and phased policy measures for building a successful Koryoin community model. These include establishing an initial support system for livelihood stabilization, developing integrated support hubs, fostering community leadership, institutionalizing policy-linked public cooperation, and promoting co-prosperity with the local community.
