Abstract
This study aims to conduct an in-depth analysis of parents' perception discourses on educational policy and, based on this analysis, draw implications for enhancing the emotional foundation and social acceptability in the formulation and implementation of educational policies. The research question guiding this study is: “How do parents perceive educational policy, and through what emotional and social structures are these perceptions formed?” In terms of methodology, a Focus Group Interview (FGI) was conducted with 27 parents across diverse regions, occupations, and children’s age groups. The questionnaire consisted of 23 items covering topics such as educational philosophy, perceptions of schools and teachers, evaluations of current educational policies, and suggestions for improvement. In-depth interviews were also conducted with key respondents. The analysis revealed that parents’ perceptions of educational policy are structured into discourses such as "the gap between ideals and reality," "complex trust in public education," "fatigue and hope regarding policy changes," and "practical demands for systemic reform." While parents recognize education as a foundation for human development and social participation, there was a strong awareness of the limitations of exam-centered systems and public education. Distrust was also noted regarding the consistency and enforceability of educational policies. Despite expressing both expectations and concerns, the discourse structure indicates that there remains hope for policy change and a desire for participatory policy design. This study suggests that parents’ emotional and social perceptions must be precisely reflected in the policy-making process. It also emphasizes the importance of focus group interviews (FGI) as a qualitative method in the early stages of policy design.
