Abstract

This study aims to explore the perceptions and experiences of university CTL(Center for Teaching and Learning) program staff regarding the quality management of teaching and learning support programs and propose concrete and practical strategies for improvement based on these findings. For this study, data were collected through individual interviews with seven program staff members working at CTLs across various universities and regions. The data collected were analyzed using the constant comparative method. The main findings of the study are as follows. First, program staff recognized that quality management is essential for maintaining consistent quality, providing learner-centered education, and verifying the effectiveness of programs. Second, the key factors for effective quality management identified by the participants included continuous feedback and evaluation, incorporating learner feedback, securing dedicated quality management personnel, and raising awareness of quality management among staff and within the organization. Third, barriers to implementing quality management included quantitative performance metrics, unstable employment and frequent staff turnover, lack of interest and expertise among staff, and insufficient institutional support and policy alignment. Finally, the improvement strategies proposed by the program staff included strengthening qualitative quality management frameworks, introducing incentives for quality management tasks, enhancing organizational and institutional foundations for quality management, and promoting data-driven quality management practices.
