대북 인도적 지원에 따른 진단과 통일정책을 위한 시사점

본 논문은 우리 한국의 대북 인도적 지원이 남북한 관계에 있어서 어떠한 역할을 수행하고 있는지를 규명하고, 그에 대한 정책적 대안을 제시하는 데 목적을 두고 있다. 대북 인도적 지원은 민족중심의 사고에 근거하고 있는 ‘퍼주기식 지원’(=민족중심적 인도주의)과 인류 보편적으로 통용되는 기준에 의한 ‘보편적 요소의 지원’(=보편적 인도주의), 그리고 북한이 주권적 요소로 계속해서 희망하고 있는 바를 제공해주는 이른바 ‘주권적 요소의 지원’(=주권적 인도주의)이라고 하는 세 가지 종류의 개념으로 생각해 볼 수 있다. 대북 인도적 지원은 남북한 관계의 개선 및 한반도 평화정착에 기여하는 바가 크다. 하지만 세계적으로 통용되는 ‘보편적 인도주의’가 북한 사회에 적용될 때는 매우 신중하면서도 다양한 포괄적 지원대책이 마련되어야 한다. 이와 같은 보편적인 원칙이 남북한 사이에 정착될 수 있도록 남북한 공히 노력해야 할 것이고, 국제사회에서도 대북지원에 있어서 이러한 기준을 준수해야 할 것이다. 이러한 논의를 토대로 향후 통일정책을 추진하기 위한 몇 가지 제언을 제시했다.
Abstract
This paper focuses on the role of South Korean humanitarian aid to the North in inter-Korean relationship and proposition of political proposals. The aid consists of three kinds of humanitarianism which are nation-centred, general and sovereignty. It also has a great expectation on the improvement of inter-Korean relationship and the settlement of peace in Korean peninsula. However, in case of applying a general humanitarianism to North Korean society, it needs to provide well considered and various comprehensive support program. In order to settle general roles between North and South Korea, two Koreas must put enormous efforts and these rules must be maintained in the aid by the international society. Based on these analyses, the author is trying to show several practical solutions in course of unification policy process.
