Abstract

This thesis is to analyze how the humanitarian aids to North Korea have affected the North to persist its regime between 2000 to the end of 2009. This thesis analyzes the ratio of the South’s humanitarian aids by the central government, local governments, and civil groups to the national budget of North Korea respectably. The effect of each aid on the persistence of the North’s regime is following. First, the total humanitarian aids by the Korean government to North Korea over the past 10 years since 2000 was 1.9 billion dollars, amounting to 3.8% of the total national budget of North Korea, which is 49.77 billion dollars. Second, the humanitarian aids by the local governments were 52 million dollars which was about mere 0.1% of the total national budget of the North. Third, the humanitarian aids by the civil groups were 670 million dollars, amounting to an average 1.3% of the North’s budget a year. In total, 2.63 billion dollars were provided to North Korea, amounting to an average 5.3% of the North’s budget annually. The effects of the South’s humanitarian aids on the North to persist its regime can be summed up as follows. First, the humanitarian aids have significantly contributed to the North’s finance. Second, the aids also have helped to deal with the North’s food shortage. Third, the aids have contributed to the food production in the North. Finally, they have helped to ease the problem of family break-up. Therefore, when the humanitarian aids are fully provided, we need to set clear directions as follows. First, the aids must be provided to the vulnerable populations in North Korea in a practical way. Second, we need to take the approaches to improve reciprocity of the humanitarian cooperation between the South and the North. Finally, we need to work with the international community. Of course, North Korean domestic situations and the public opinion of the South should be considered the most. After all, it is the responsibility of the Korean government to integrate these factors and push forward in harmony.
