남북한 인도협력의 호혜성 제고 방안

Abstract

South Korea’s humanitarian assistance for North Korea should be mutually beneficial. Thus far, the humanitarian assistance has been rendered in a way in which Seoul has unilaterally supported Pyongyang. Many achievements have been made, but much remains to be improved. It is most important that the two Koreas should approach humanitarian area “in a reciprocally-cooperating way” in order for the South to carry out its North Korea policy based on public consensus. What will be the ways to continue humanitarian cooperation? This dissertation proposes a tentatively named ‘Basic Agreement of Inter-Korean Humanitarian Cooperation.’ The agreement aims that the two Koreas institutionalize humanitarian efforts to put in place a more stable cooperation. Key features of the agreement are as follows: Cooperation continues on a 4-to-5 year basis and its volume and method are annually renewed, umanitarian assistance is distributed in a transparent manner, whereabouts of all the separated families is completely confirmed, separated families aged over 80 is allowed to visit their hometown, ‘Constantly Reunion System for Separated families’ is established in line with completion of reunion office in Mt. Keumkang. Accordingly, on the assumption that humanitarian cooperation continues in a mutually beneficial way, it is necessary to set up an ‘Inter-Korean Humanitarian Cooperation Task force’ (tentatively named) under the Ministry of Unification to pursue the cooperation in an effective and professional manner.
