우크라이나 재발견 - 한국에 주는 다중적 함의와 정책방향 -

Abstract

This paper(essay) aims to clearly establish the importance of Ukraine by reassessing the potential power of this newly emerging country that has long been under the shadow of Russia and to formulate effective policies that can maximize Korea's national interests. There are three reasons that I pay special attention to the relationship between Korea and Ukraine. First, 2007 marks the 15th anniversary of the establishment of diplomatic ties between the two countries. In order to expand cooperation to the extent that it can match the potential of the two nations, it is necessary to objectively review the qualitative and quantitative progress that have been made over the past 15 years since the opening of the diplomatic relationships. Second, despite historical and geographical disparities, there are surprising similarities in terms of the external circumstances and the internal reality surrounding the two countries as well as national tasks that they are faced with. In this context, a study on Ukraine can provide valuable lessons and implications for Korea. Third, in spite of Ukraine's potential to emerge as a major player in the international community and provide creative support to promote Korea's national interests, multiple values that this country has to offer are little known in Korea. Based on this perception of the bilateral relations, this study intends to objectively analyze the current and potential power of Ukraine and identify multiple values that this country can create for Korea from multi-dimensional perspectives in such aspects as politics, economy, diplomacy, military, science and technology, culture and even ethnicity. The analysis will help perceive Ukraine as an important strategic asset for Korea to strength its national power. In addition, policy recommendations will be made on ways to build a mutually beneficial partnership between Ukraine and Korea.
