이글의 목적은 유라시아 권력 재편의 신호탄인 2014년 우크라이나 사태의 국제정치적 함의를고찰하는 가운데 이것이 한반도 및 동북아에 주는 시사점을 한국적 시각에서 찾는데 있다. 10년의 세월을 간격으로 두고 정권교체를 야기한 2004년의 오렌지 혁명과 2014년 유로마이단(Euro-Maidan)은 모두 국내정치적 요인, 즉 우크라이나 정치권의 무능과 정쟁의 일상화, 만연한부정부패, 만성적인 경제위기, 고질적인 동·서 지역갈등 등이 응축되고 중층적으로 오버랩되어발생한 것으로 보인다. 그러나 헌정질서를 교란한 두 차례의 권력변동에는 우크라이나를 자신의세력권으로 편입시키기 위한 강대국들, 특히 미국과 러시아의 배후 공작이 깊게 작동했다는 것은주지의 사실이다. 또 정권교체에 따른 새로운 지도자의 대외적 선택이 유라시아 정치·경제·안보질서에 중요한 영향을 준다는 점에서 우크라이나 사태는 지극히 국제정치적 성격을 지닌다. 한국이 우크라이나 사태를 민감하게 받아들이는 가장 중요한 이유는 서울이 키예프와 마찬가지로 주변 강대국들에 의해, 특히 미국과 중국, 미국과 러시아 사이에서 준 제로섬적 선택을 강요당하는 지정학적 환경에 처해 있기 때문이다. 이것은 사실 한국이 높은 수준의 경제력, 군사력, 문화력, 외교력을 갖춤에 따라 한국의 대외적 선택이 유라시아의 세력판도를 좌우하는 중요한요소가 되어가고 있다는 것, 즉 지정학적 추축(樞軸)국가가 되어가고 있음을 의미한다.
Abstract
The article aims to explore the global political implications of theUkrainian Crisis 2014 that signaled the reshaping of power in Eurasia,finding out it meaning for the Korean peninsula and North Eastern Asia. 2004 Orange Revolution and 2014 Euromaidan that brought about thechange of power on a 10-year interval broke out with the explosion ofsuch domestic political factors as the incompetency of Ukrainian politicalelites, political strife, widespread corruption, chronic economical crisis,inveterate disease of regional conflict between East and West. Its is awell-known fact, however, that such big powers like U.S and Russia haveinvolved in the power changes of Ukraine to exert influence on it. TheUkrainian crisis takes on the global political significance in that theUkrainian leadership’s choice of foreign partners can have influences onthe political, economical and security system in Eurasia.
