러시아 법치행정의 장애요인에 대한 연구- 관료주의와 부정부패 문제를 중심으로

러시아의 정부와 사회에 뿌리 깊게 자리 잡고 있는 잘못된 관료주의적 행태와 부정부패의 만연은 러시아의 법치 행정과 경제 성장, 그리고 국가 발전을 가로막는 가장 심각한 요인이다. 이 논문은 러시아가 법치 행정을 통한 국가 발전을 꾀하는 데 있어 가장 중요한 장애 요인으로 자리 잡고 있는 것을 러시아 정부의 관료주의적 행태와 부정부패의 문제라고 보면서, 그것의 실태와 그 해결 방안을 모색해 보려고 하였다.러시아 정부와 사회에 팽배한 관료주의와 부정부패의 척결은 푸틴 정부의 가장 중요한 개혁 대상이었음에도 불구하고, 그 성과는 극히 미미한 것으로 드러났다. 따라서 차기 정부는 이에 대한 강력한 정치적 의지를 가지고 단호하면서도 강도 높은 개혁조치들을 지속적으로 추진해 나가야만 할 것이다.
Abstract
In Russia bureaucratic autonomy and corruption continue to be a obstacle to the rule of law, by allowing state officials to defy the will of both executive and legislative policy makers and apply law arbitrarily. Together with the widespread corruption in social community and the legal system, the pattern of the abuse of law by the political authorities undermines respect for the law in Russian society. So Putin continually has demanded a major reform of the entire system of state service in order to raise the quality and professionalism of civil servants. But Russian bureaucracy had successfully defeated all serious efforts at overhaul. A threat of another kind to the principle of the rule of law is widespread corrupion of state officials, particularly in law enforcement and the judiciary. In Russia corruption is so pervasive that it is a significant drag on the economic development and a threat to the integrity of the state. Therefore, post-Putin government leadership should seriously recognize these problems and they have the political will to address it.
