러시아는 지난 10여 년간 탈공산주의 체제전환과 새로운 민족국가 건설의 과제를 안고 정치체제와 경제체제의 동시적 이행을 모색해 나왔다. 이 과정에서 러시아는 심각한 부패현상에 직면하였으며 이로 인하여 안정적인 체제전환과 국가발전을 수행하지 못하고 있다. 오늘날의 러시아는 정부의 고위관료에서부터 일반시민에 이르기까지 국민 전체가 부패의 일상 속에 노출되어 있다. 이제 집권 2기로 들어선 푸틴 정부는 강력한 반부패의 정책을 추진해야 할 것이다. 부패는 러시아 민주주의와 경제발전을 저해하는 최대의 장애요소이기 때문이다.
Abstract
The Russian Federation emerged out of the wreckage of the Soviet empire as a new state. But Russia and Russians couldn't overcome the evil practice of widespread corruption. It is a serious barrier to Russia's dual transformation toward liberal democracy and market economy. Every Russian is today in some way in contact with corruption and organized crime, many people don't know what is legal and what is illegal. So, the explanation for the corruption in Russia is one of the hottest and most urgent issues in these days. This article introduces the present state and prospects of the transitional Russia's corruption problem.
