이 글의 목적은 시의적으로 그리고 다양한 수준에서 한반도에 유효한 함의를 제공해주는 우크라이나 전쟁을 현실주의적 시각과 한국적 관점에서 해석하는 데 있다. 보다 구체적으로 우크라이나전쟁의 성격과 동학을 입체적으로 분석하는 가운데 한국이 반면교사(反面敎師)로 삼아야 할 핵심적인 대외정치적 교훈을 도출하는 데 있다. 우크라이나 전쟁은 네 개의 층위에서 전개되는 복합전 양상을 보인다. 우크라이나 정부군과 돈바스 분리주의 반군 사이의 내전(국지전), 우크라이나의 나토 가입에 대한 이해상충이 초래한 러시아와우크라이나 두 주권국가 사이의 전면전(예방전), 유라시아 지배권을 둘러싼 미⋅러의 패권전쟁(대리전), 자유민주주의 국가그룹과 권위주의 국가그룹 간 가치전쟁(국제전)이 4층 구조로 중첩되어 있다. 이 가운데 우크라이나 전쟁의 핵심 동인은 유라시아 패권을 놓고 미국과 러시아가 벌이는 강대강(强 對强) 힘겨루기, 즉 권력투쟁의 산물로 보는 것이 정확한 지적일 것이다. 유라시아의 지정학적 단층지대인 우크라이나를 포섭 및 통제하기 위한 미⋅러의 격렬한 대립에서 한 가지 중요하게 관찰되는 언더커런트(undercurrent: 저류 또는 암류)가 있다. 그것은 우크라이나를 대치 선으로 한 미⋅러의 지정학적 충돌이 외연적으로는 패권 투쟁의 성격을 띠지만, 내포적으로는 다분히 의도적으로 연출된 적대적 공존 성격도 지니고 있다는 점이다. 말하자면 워싱턴과 모스크바에게 우크라이나가 전략적 요충지로서의 지정학적 가치를 분명히 지니고 있긴 하지만, 현재의지정학적 구도에서 미⋅러가 상호 군사적 갈등의 증폭을 통해 각기 다양한 수준의 이익을 얻고자하는 또 다른 현실정치적인 동기가 깊게 개입되어 있는데, 이것이 우크라이나 전쟁의 동학(動學)을일정하게 규정하고 있다.
Abstract
The primary purpose of this article is to interpret the Ukraine War, which had provided significant implications to the Korean peninsular timely and on various levels, both from the perspective of realistic views and of Korean experts on geopolitics under the consideration. More specifically, it is to take key lessons that Korea should recognize, while analyzing some major characteristics and dynamics the Ukraine War has brought so far. As has been known, the Ukraine War shows the aspects of multi-spectrum warfare in four different levels, and these are closely overlapped each other: 1) the civil war between Ukraine government forces and Donbas separatist forces(limited war), 2) the full scale war between the two sovereign nations, Russia and Ukraine caused by conflict of interests in joining of Ukraine to NATO(preventive war), 3) the hegemonic war between US and Russia over gaining control power in Eurasia(proxy war), and 4) the collective value war between western and anti-western groups(international war). Yet, it would be more be more exact to map out that the central motivation for the Ukraine War out of these circumstances is the power struggle between the two the big powers - US and Russia – over supremacy in Eurasia. Obviously, there is commonplace and undeniable consensus that Ukraine is located in the geopolitical fault line in Eurasia. To put it differently, the intense confrontation between US and Russia not just embrace, but control the area has caused two different debating points, both explicitly and implicitly. The first explicit one assumes the characteristics of hegemonic war, but at the same time, the latter effects have implicitly an hostile coexistence quality which is quite intentionally created. So to speak, Ukraine has been perceived as a strategic heartland and important location for both Washington and Moscow, but also a sort of political reality is deeply intervened to get their interests satisfied by intensifying the military conflicts under the current geopolitical conditions, which have been formulating the characteristics and dynamics of the Ukraine War.
