Abstract

The purpose of this paper is to analyze the U.S. strategy to Russia's invasion of Ukraine. To this end, I discuss the U.S. NATO expansion policy, Russia's response against it, and Ukraine's pro-EU, Pro-NATO policy. I argue that the cause of the Ukrainian war resulted from a conflict between different policies promoted by the United States, Russia, and Ukraine. Yet, the most important factor was the NATO enlargement that the United States pursued. After World War II, the United States promoted foreign policy based on liberal internationalism. Citing values such as freedom, human rights, democracy, and the rule of law, the US promoted NATO expansion and missile defense policies in Eastern Europe. Russia responded to this by maintaining its influence in Eastern Europe through Warsaw Treaty Organization. These opposing military policies and strategies between the two countries were bound to act as factors of conflict. In this paper, I argue that it is high time for the United States to seek new countermeasures to end the current Ukrainian war. Prioritizing the Asian rebalancing foreign policy, the US should come up with a negotiated solution for the current dilemma, and critically review the NATO policy for future European security.
