2022년 2월 발발한 우크라이나 전쟁은 국제질서의 대전환을 알리는 신호탄이자 미중패권경쟁을 미국·유럽 대 중국·러시아의 진영 경쟁으로 확대하는 변곡점이며, 미국에 대항하는 중러 연대를 한층 강화하는 계기가 되었다. 우크라이나 전쟁은 유라시아 대륙의 서쪽 끝에서 지정학적 리스크가 전쟁으로 현실화되는 과정 및 국제 사회의 대응 양상을 보여줌으로써 동 대륙의 동쪽 끝에 있으면서 민주진영과 공산진영의 완충지이자, 미·중·일·러의 균형점으로 지정학적 위험 지역에 있는 한반도에 중대한 시사점을 준다. 본 논문은 우크라이나 전쟁으로 촉발된 국제질서의 변화와 진영 경쟁으로 확대된 미중패권경쟁, 중러 연대 강화와 한반도에서의 냉전적 안보 구도 강화라는 배경 하에, 한국이 유라시아 대륙의 지정학적 지각 변동을 인식하여 민주주의 국가들과의 가치외교를 강화하고 지정학적 특수성을 고려한 국익 우선의 실용외교를 추구하며, 안보 최우선의 위기관리 능력을 강화하는 것이 한반도가 미·중의 지정학적 격전지가 되는 것을 방지하고 국제질서의 대전환에 대비하는 것임을 주장하고자 한다. 한국이 한반도를 둘러싼 비우호적인 전략 환경을 맞아 위기를 극복하기 위해서는 강대국의 부정적인 압력을 분산시켜야 한다. 이를 위해 주변 4강과의 양자 관계 발전을 위한 사안별 협력 방안을 마련하고 미중패권경쟁과 신냉전이라는 구조화된 안보 제약에서 한반도가 희생되지 않도록 남북한이 전쟁 예방적 컨센서스를 마련하여 한반도가 직면한 안보 위기에 공동 대응해야 한다. 신냉전이라는 구조화된 안보 제약에서 한반도가 희생되지 않도록 남북한이 전쟁 예방적 컨센서스를 마련하여 한반도가 직면한 안보 위기에 공동 대응해야 한다.
Abstract
The Ukrainian war, which broke out in February 2022, is a sign of a major shift in international order and an inflection point that expands the U.S.-China hegemony competition to the U.S., Europe, China, and Russia. This war served as an opportunity to further strengthen the Sino-Russian alliance against the United States. The Ukrainian war shows the process of geopolitical risks becoming a war at the western end of the Eurasian continent. This war has significant implications for the Korean Peninsula. This paper is based on the changing international order caused by the war in Ukraine, the U.S.-China hegemony competition, strengthening the Sino-Russian solidarity, and strengthening the Cold War security structure on the Korean Peninsula. Recognizing the change in geopolitical perception of the Eurasian continent, Korea seeks to strengthen value diplomacy with democracies, pursue practical diplomacy with national interests considering geopolitical specificity, and strengthen crisis management capabilities to prevent the Korean Peninsula from becoming a geopolitical battleground and prepare for a major shift in international order.
