Abstract
Why does Kazakhstan learn about other regimes’ cases suppressing the Civil Society, but Kyrgyzstan doesn’t? This study compared both countries’ cases. The environmental factors such as authoritarian regional organizations, geographical approximation, and hegemonic role of the authoritarian great powers promote learning and adopting other regimes’ cases. While Kazakhstan and Kyrgyzstan are under identical circumstance, these countries are showing different behaviors. This study is to suggest that whether a certain authoritarian regime learns authoritarianism or not relies on the features of that country’s partonal politics.
