이 논문은 ‘거버넌스’라는 개념을 안보분야에 적용하여 동아시아에서의 지역안보거버넌스를 모색하는 목적을 갖는다. 이 지역에서의 안보환경의 변화와 새로운 안보이슈의 등장은 패권적 안정이나 양자적 동맹 그리고 세력균형적 안보제도로 특징지워질 수 있는 전통적 안보관리방식에 근본적 변화를 요구하고 있다. 거버넌스라는 새로운 관리양식은 다양한 비국가 행위자들이 안보이슈의 관리에 참여하고 있는 현실적 변화를 반영할 수 있는 개념으로서 유용성을 가지며 정치적 권위의 분산을 통해 다양한 행위자들이 수평적 협력과 역할 분담으로 보다 효율적이고 포괄적인 안보관리를 할 수 있는 가능성을 제시한다. 이 논문의 결론은 다음과 같다. 첫째, 국제비정부기구와 같은 비국가행위자의 참여가 포함된 진정한 의미의 지역안보거버넌스는 단시일 내에는 동아시아에서는 이루어지기 어렵다. 둘째, 따라서 동아시아의 안보문제에 있어 안보거버넌스는 참여, 협력, 조정을 근간으로 하는 새로운 안보관리방식에 초점을 맞춘 개념으로 광의적으로 이해하는 것이 필요하다. 셋째, 향후 동아시아의 지역안보거버넌스는 동맹과 같은 국가수준의 안보제도 그리고 군축레짐이나 비확산레짐과 같은 국제적 차원의 안보제도 그리고 다자안보협력제도가 공존하는 다층적 안보거버넌스 형태를 갖게 될 것이다. 각각의 안보제도는 다른 목적과 기능을 수행하며 동아시아 지역안보거버넌스를 구성하며 광역적 국제기구(ARF: ASEAN Regional Forum)나 민간․반민간 대화체들도 보조적 역할을 수행하게 될 것이다.
Abstract
The purpose of this study is to seek regional security governance in East Asia. Changes of security environment and the emergence of new security issues call for new security institutions that complement, if not replace, traditional security institutions such as alliance system and balance of power. By discussing the role of multilateral security cooperation, regional institution and global civil society in regional security governance, this study examines the possibility of regional security governance in East Asia. This study argues that regional security governance in East Asia will be a multi-level governance in which state-centered alliance system, global security regime such as non-proliferation regime, and regional multilateral security cooperation institution play respective roles. Although the role of global civil society is limited at this current stage, various non-state actors including regional NGOs and epistemic communities will play complementary role.
