동아시아 지역은 냉전이 사라진 현재에도 군사적 동맹을 기반으로 한 양자주의적 안보유지가 그 주체로 움직이고 있지만 핵을 포함한 대량살상무기의 확산문제 및 테러를 비롯한 마약, 환경오염, 난민, 불법이민 등 초국가적 난제들이 동아시아 국제질서를 위협하고 있다. 이러한 위협에 대한 동아시아 국가들의 인식 또한 협상과 협력을 바탕으로 한 신뢰구축(confidence-building) 으로 이행해야 한다는 공감대를 품고 있어 동아시아 안보공동체 창설의 필요성은 더욱 설득력을 갖고 있다. 그러나 실천적 측면에서 여전히 동아시아 안보공동체의 형성과 지연은 경제적 상호의존의 심화를 가속화시키지 못하고 있으며, 아울러 안보 불확실성의 증대를 야기하고 있다. 보다 안정적인 동아시아 질서의 구축을 위해서는 안보적 차원의 지역적 제도와 국제레짐을 기반으로 한 안보공동체가 요구되는 현실이다 이러한 상황 속에서 이를 구체적으로 분석평가하는 것은 의미 있는 작업이라고 할 수 있으며 본 논문에서는 안보공동체 논의를 위해 안보논의, 제도주의, 국재레짐, 이론을 분석틀로 하여, 동아시아 안보공동체의 형성과 그 가능성 그리고 문제점을 중심으로 논의해 보고자 한다. 특히 안보와 안보공동체에 대한 논의가 탈냉전기 이후 변화를 겪어 개념적 정의에서부터 많은 논의를 필요로 하고 있으며 안보공동체가 동아시아 안보에 있어 핵심역할을 하고 있는 현실주의와 동맹체제를 대체할 수 있는 기제인지 검토하고 공동체 형성을 위한 조건에 초점을 두고자한다.
