‘한국체제’ 논쟁을 다시 생각한다: 87년 체제, 97년 체제, 08년 체제론을 중심으로

87년 체제론으로 대표되는 한국의 체제논쟁은 그동안의 ‘주먹구구식’이 아니라 (정치)경제체제와 정치체제의 결합체인 ‘사회체제(social system)’와 헌정체제, 노동체제, 분단체제, 정당체제, 사회운동체제와 같은 다양한 ‘부분체제들(partial regimes)’이라는 문제의식에서 체계적으로 진행되어야 한다. 이 같은 문제의식에서 바라볼 때 87년 체제는 헌정체제 등 일부 부분체제로서의 의미를 아직도 갖고 있지만 사회체제로서는 그 의미가 소멸됐다. 한국의 사회체제는 48년 체제(극우반공체제)로부터 개발독재체제인 61년 체제, 61년 체제의 억압적 정치체제를 해체한 87년 체제를 거쳐 이의 경제체제(발전국가)를 해체해 신자유주의로 대체한 97년 체제에 이르렀다. 나아가 일부에서는 08년 체제가 97년 체제를 대체했다고 이야기하지만 이 역시 잘못이다. 이명박 정부 들어 정치적 재권위주의화와 경제체제의 우경화가 나타나고 있지만 97년 체제의 특징인 제한적 정치적 민주주의와 신자유주의를 벗어난 것은 아니다. 따라서 97년 체제의 하위체제로서 08년 체제를 이야기할 수 있을 뿐이다. 이 같은 사회체제 분석과는 별개로 다양한 수준에서의 부분체제들에 대한 연구가 필요한 바 이 글에서는 헌정체제, 노동체제, 민주주의체제, 분단체제, 정치균열체제, 정당체제, 사회운동체제 등을 예시적으로 살펴보았다.
Abstract
To go beyond the current debate on 'system of 1987', this paper proposes to distinguish the social system which is comprised by political system and economic system and various partial regimes such as labor regime, party regime, and social movement regime, and so on. Contrary to the widely shared conception, 'system of 1987' no longer defines the current social system of Korea. It is only valid in terms of several partial regimes such as constitutional regime, and political cleavage regimes. After the economic crisis in 1997, 'system of 1997' replaced 'system of 1987'. The Korean military established 'system of 1961', that is, system of developmental dictatorship characterized by political authoritarianism and state-initiated economic system(developmental state). Whereas 'system of 1987' dismantled the authoritarian political system of and the economic system of 'system of 1961' and installed neo-liberal economic system. However, it is premature to talk about 'system of 2008' even though the new conservative government elected in 2008 has been heading toward authoritarianism and more conservative economic policies. The paper also illustrates historical changes of several partial regimes such as constitutional regime, labor regime, division regime, political cleavage regime, party regime, social movement regime, and so on.
