통치성을 통해 본 한국 현대사: 87년체제론 비판과 한국의 사회구성 성찰

초록

이 글에서는 통치라는 관점에서 한국 현대사를 개괄하면서 ‘87년체제’를 자리매김하고자 한다. 자유주의 통치성을 중심으로 현대사를 접근하면서 지배와 저항, 자본주의 발전과 비판 같은 이항대립적 시각을 벗어나고자 한다. 또한 ‘건국-산업화-민주화-선진화’ 같은 일직선적인 진보사관도 넘어서고자 한다. 이는 한편으로는 역사로서의 현재에 작용하는 안팎과 위아래의 힘들을 실사구시하는 자세로 분석하는 것을 뜻하고 다른 한편으로는 국가의 형성과 변형을 개별 시민주체의 형성 및 변형과 동시에 추적하는 것을 말한다. 비교역사사회학적인 시각에서 한국에서 국가와 시장의 역사적 형성과 변형을 추적하면서 자유주의 통치성이 미숙한 가운데 신자유주의 통치성으로 과속질주함으로써 현재 한국의 국가는 권위주의적인 신자유주의 통치성이라는 특성을 보인다는 점을 지적하고자 한다. 국가의 과잉개입/과소개입도, 시장의 전횡/미비도 아니다. 바로 자유주의 통치성의 저발전이 문제이다. 국가안보, 사회치안 그리고 개인의 자유를 한데 묶는 국가의 헤게모니 프로젝트 발진을 기대한다. 이는 국가안보, 경제발전, 사회안보, 개인존엄을 아우르는 정치합리성을 꿈꾸는 것이기도 하다. 내부와 외부의 균형과 조화 그리고 공적인 영역과 사적인 영역의 경계구분 그리고 끊임없는 통치가 필요하다. 비판이나 저항이 통치에 우선할 수 없다. 제도화된 실천과 사회관계 우위의 현실인식이 필요하다.

Abstract

This article aims at interpreting contemporary Korean History from the governmentalty perspective and locating ‘87 regime’ theory there upon. By introducing liberal governmentality, we can transcend binary oppositions like domination/resistance and/or capitalist development/critique. Moreover it will allow us to overcome lineal progressive perspectives such as ‘state formation- industrialization-democratization-advancement.’ This approach make it possible for us to analyze the vector of conflicting powers on the one hand, and to trace the making and transforming of nation-state with that of citizen as subjects, on the other hand. From the comparative historical perspective, this article argues that in the process of tracing the making and transformation of state and market in South Korea, Korea lacked the maturity of liberal governmentality and rushed into neo-liberal governmentality, resulted in authoritarian neo-liberal governmentality. The central problem confronting Korea is neither the over- or under- intervention of the state nor market tyranny or imperfection but the underdevelopment of liberal governmentality. This paper looks forward to the launching of hegemonic project that encompasses national security, social security and individual freedom, all at once. This is also envisioning political rationality that comprises national security, economic development, social security, and individual dignity altogether. Incessant governing of the balance and harmony of internal/external and public/private is needed. Critic and resistance can not precede governing. Realist approaches focusing on institutionalized practices and social relations are needed, too.
