제18대 대선의 투표선택에 대한 방법론적 재검토: 한국 유권자는 정말로 전망적 투표를 했는가?

초록

본 논문은 제18대 대선을 사례로 독립변수의 내인성 및 인과관계의 방향성 문제를 해결하기 위해, 도구변수를 사용한 2단계 프로빗 모형을 사용하여 유권자의 투표선택 결정요인을 재검토하였다. 분석 결과, 기존 연구에서 한국 유권자의 전망적 투표의 증거로 제시된 전망적 경제 평가 및 후보자 특성에 대한 인식은 투표선택에 유의미한 영향을 끼치지 못했던 것으로 드러났다. 대신 정당에 대한 선호가 투표선택을 결정짓는 가장 중요한 변수였음을 확인하였다. 이와 더불어, 내인성 문제를 통제한 후 이명박 정부 및 야당에 대한 심판론의 영향력이 명확히 나타났다. 요컨대 본 논문의 분석은 제18대 대선에서 한국 유권자들이 매우 당파적인 선택을 했으며, 이명박 정부 및 야당에 대한 회고적 평가 역시 당파적인 선택의 중요한 부분을 이루었음을 보여주고 있다.

Abstract

Using two-stage instrumental variables probit model, which deals with the problem of endogeneity and reverse causality, this paper re-examines vote choices in the 18th presidential election. In contrast to previous studies, we find no evidence of prospective voting among Korean voters: neither voters’ perception of candidate traits nor prospective socioeconomic evaluation significantly influenced their vote choices. Instead, attitudes toward major political parties were found to be the most decisive factor in their vote choices in the 18th presidential election. In addition, taking endogeneity into consideration, it becomes clear that the retrospective evaluation of incumbent government as well as of opposition party were in fact critical factors in voters’ decisions. To sum up, this study shows that Korean voters cast their votes in the 18th presidential election on the basis of partisan considerations, of which the retrospective evaluation of incumbent government and opposition party was an important part.
