제19대 국회의원선거와 투표행태: 긍정적ㆍ부정적 정당태도와 회고적ㆍ전망적 평가를 중심으로

초록

제19대 국회의원선거는 정부․여당에 대한 부정적 평가 속에서도 여당인 새누리당이 과반의 의석을 얻은 예상 밖의 승리로 주목받았다. 본 연구는 유권자의 긍정적․부정적 정당태도와 회고적․전망적 평가가 제19대 총선의 투표선택에 미친 영향을 분석하는 데 중점을 두었다. 개념적으로 정당에 대한 긍정적․부정적 정향을 포괄하는 정당태도는 경험적으로도 지지하는 정당에 대한 긍정적 태도뿐 아니라 반대하는 정당에 대한 부정적 태도가 모두 투표선택에 독립적인 영향력을 미친다. 또한 이명박 대통령의 업무수행에 대한 회고적 평가뿐 아니라 문제해결 정당에 대한 전망적 평가가 투표선택에 중요한 요인임을 확인할 수 있었다. 특히 새누리당 선택은 전망적 평가가 가미된 친(親)정당적인 투표행태가, 민주통합당 선택은 회고적 평가가 가미된 반(反)정당적인 투표행태가 강한 영향을 미쳤던 것으로 해석된다.

Abstract

The ruling Saenuri Party's winning the 19th National Parliamentary Election comes as a big surprise, considering that the party has been very negatively evaluated. This study focuses on the effects of positive and negative attitudes toward political parties and voters' retrospective and prospective evaluations of parties. The analysis suggests that not only voters' positive attitudes toward supporting parties but also their negative attitudes toward opposing parties have independent impact on voters' choice. It also finds that vote choice is heavily influenced by the prospect of the problem-solving capability of a party as well as the retrospective evaluation on the presidential job performance. The vote choice for the Saenuri Party strongly indicates the pro-party choice with prospective evaluation on the party, while the vote choice for the Democratic United Party shows a strong tendency of the anti-ruling party choice with retrospective evaluation on the ruling party.
