본 연구는 변화하는 국제환경과 지방자치 여건에 효과적으로 대응할 수 있는 지방자치단체 국제교류･협력 제도 개선 방안을 도출하기 위하여 수행되었다. 세계화의 심화와 지방분권의 확산에 따라 지방자치단체가 국제무대에서 새로운 행위자로 부상하고 있으나, 지방 소멸 가속화 등 복합적 환경 변화와 현행 제도적 지원 체계의 미비로 인하여 국제교류･협력의 실효성이 저해되고 있는 실정이다. 이에 본 연구에서는 환경 요인, 운영 요인, 법･제도 요인과 같이 세 가지 분석 기준을 설정하여 지방자치단체 국제교류･협력 제도의 문제점과 개선 방안을 제시하고자 하였다. 지방자치단체 국제교류･협력 담당자를 대상으로 수행한 심층면담조사를 통하여 현실적 제약과 개선 필요성을 파악하고, 환경 적응성 강화, 운영 동력 확보, 법･제도적 기반 정비라는 개선 방안을 제시하였다. 본 연구는 지방자치단체 국제교류･협력 제도의 실효성 제고와 운영 역량 강화를 위한 시사점을 제공하는 데 기여할 수 있을 것이다.
Abstract
This study was conducted to develop institutional improvement measures for local governments' international exchange and cooperation that enable effective responses to a changing international environment and evolving decentralization. With deepening globalization and the diffusion of decentralization, local governments have emerged as salient actors on the international stage; however, the effectiveness of their initiatives has been hindered by compounding environmental changes—including accelerating regional demographic decline—and by deficiencies in the current institutional support system. To address these issues, the study adopts three analytical dimensions—environmental, operational, and legal–institutional—to diagnose problems in the existing system and to propose remedies. Drawing on in-depth interviews with officials responsible for international exchange and cooperation across metropolitan and county governments, the analysis identifies practical constraints and priority needs for improvement. Based on these findings, the study recommends strengthening environmental adaptability, building operational capacity, and reorganizing the legal–institutional foundations. The findings contribute actionable implications for enhancing the effectiveness and capability of local governments engaged in international exchange and cooperation.
