한국의 정당분권과 지방분권: 메시지, 정치적 분권과 재정적 분권

초록

지방분권은 민주화와 세계화와 더불어 전 세계의 정치적 추세이다. 한국의 경우 지방분권에 관한 많은 연구들이 주로 지방분권의 내용 중앙정부와 지방정부 간의 관계 등에 집중되었고, 정작 지방분권 과정에서 가장 중요한 행위자로서 지방분권의 범위, 제도, 운영에 적극적으로 참여하는 정당에 대한 연구는 상대적으로 매우 부족하였다. 이 글은 이런 한계를 극복하고 지방분권의 주도적 역할을 담당하는 정당을 중심으로 지방분권을 살펴보고자 한다. 정당이 국민의 정치적 의사 수렴과 형성에 효율적으로 기능하기 위해서는 유권자들과 직접 소통할 수 있는 정당의 지방조직이 활성화되어야 한다. 하지만 한국의 정당분권은 행정적 분권에만 머물러 있으며 재정적, 정치적 분권은 매우 저조한 상황으로, 아직 갈 길이 멀다. 기존에는 지방분권에서 정당분권이 따로 분리해 논의되었지만, 이 글을 통해 지방분권에 있어 핵심 행위자는 정당이라는 점과 지방분권은 정당분권과 같이 논의되어야 한다는 점이 인식되길 바란다.

Abstract

Decentralization, along with democratization and globalization, is a political trend all over the world. In the case of Korea, many researches on decentralization have been carried out, but mainly the relationship between the central government and local government have been focused on, and political party which is the most important actor in the decentralization process has been ignored. Therefore, researches on political party actively participating on decentralization process were relatively insufficient. This paper attempts to overcome these limitations and examine the decentralization of the political party that plays the leading role in decentralization. In order for the political party to function effectively during the decentralization, local party’s organizations are critical. The local organization that can communicate directly with the voters should be a key of promoting grassroots democracy. However, the decentralization of the Korean parties is a long way to go. Fiscal and political decentralization has not been achieved. In the past, the decentralization has been discussed without political parties and party’s decentralization. This article emphasizes the point that the key actor in the decentralization is the political party and the decentralization should be discussed with it.
