이슈의 전국화, 1당 독점적인 지방정부, 정당지지의 지역주의 경향 등은 그 동안 한국 지방선거에서 반복되던 특징이었다. 이러한 현상에 대해서는 중앙정치의 영향이나 주민들의 낮은 자치효능감 등의 논리로 설명되어 왔다. 그러나 본 논문은 정당경쟁이란 개념을 활용함으로써 그런 현상들에 대해 보다 일관된 설명을 할 수 있었으며, 정당경쟁으로 인해 지방선거가 구조화되었음을 보여줄 수 있었다. 나아가서 2002년에 보인 당내경선제도의 확대 또한 정당경쟁의 논리로써 설명할 수 있었다. 사실, 정당경쟁은 선거에서 자명한 것으로 전제되어 왔기에 정당경쟁이란 변수는 설명변수로 주목되기 힘들었을 것이다. 그러나 정당경쟁이 모든 것을 설명하는 것은 아니지만, 정당경쟁이 변수로써 인식될 때 자명한 전제만큼이나 설명력을 가지는 것은 분명하다. 그 점에서 본 논문의 의의는, 자명하되 간과된 정당경쟁의 개념을 활용함으로써 보다 일관된 설명을 주었다는 것과 정당경쟁으로 인하여 지방선거가 구조화되고 있음을 보여 주었다는데 있다.
Abstract
Political parties have strong impact on local elections in Korea. The electoral results are heavily influenced by the national politics rather than the local ones. Although the competition among political parties shapes various aspects of local elections, it receives little attention in academic literature. It seems to be the case that it is so obvious that it tends to be overlooked, yet the notion of party competition needs to be further specified conceptually and subject to empirically tests designed to help understanding the local elections as well as a linkage between the national and local politics. This study contends that the local elections are structured by the party competition. It is supported by the analyses of its impact on the issues, voter participation, and the vote choices in local elections. It also argues that party competitiveness was one of the major forces in bringing about the more frequent of party primaries in the candidate selection process for the 2002 local elections.
