수직적 중앙-지방정부 거버넌스로 인해 (1) 중앙 정부로 자원이 집중되면서 지방정부 간에 예산확보를 위한 무리한 경쟁이 벌어지고, (2) 중앙- 지방간 권한 배분의 불균형으로 인해 대형 국책과제 중심의 선심성 예산이 지역으로 배분되고 있으며, (3) 그 결과 중앙정부의 재원을 활용한 지역개발주의가 확산되었다. 수직적 거버넌스 구조의 부작용을 완화하고 지방 균형발전을 달성하기 위해서는 중앙과 지방정부 간의 합리적인 역할분담이 필요하다. 이 연구는 분권화를 통해 지방정부의 자율성과 책임성을 제고해야 한다는 관점에서 정치권과 학계에서 제안되었던 지방행정체계 개편안들을 비판적으로 검토하였다. 그간 제시된 제도개선 방안들은광역단체를 약화시키는 안과 광역단체를 확대 및 강화시키는 안으로 크게분류할 수 있다. 전자는 효율성을 높일 수 있지만 분권화 추진에는 큰 영향을 주지 않는 것으로 판단되며, 한국의 현실을 고려할 때 후자의 방안이 실질적 지방분권을 촉진시키는데 적합하다.
Abstract
A vertical central-local relations in Korea had worked effectively during the time of fast economic growth. However, it started to cause the following issues: 1) the excessive competition among local governments to attract resources from the center, 2) the inefficient allocation of resources for the mega-projects funded by the central government, and 3) the quest of local developments with the aid from the central government. We expect that an efficient and effective division of the roles between the central and local governments would mitigate the negative side effects of the vertical relations. This study compares the alternative reform plans for the local government system from the perspective of decentralization and a balanced development among districts. The plans to minimize the role of the provincial governments could improve efficiency by simplifying the system of local government, but would not facilitate decentralization. We argue that the decentralization and a balanced national development can be achieved by strengthening the local government at the wide-area level.
