사이버공간의 이념과 정치: 한국 사이버공론장의 구조 변동

초록

정보통신기술의 발전은 시민들간의 정치적 의사소통, 조직화 및 집단행동을 확대해왔다. 이러한 변화는 정치 커뮤니케이션 과정에서 현대사회에서의 공론장(public sphere)의 재활성화 전망을 확장하고 있다. 공론장은 공론을 형성하는 매우 광범위한 물리적 상징적 공간으로서, 한 사회의 커뮤니케이션 구조들로 구성된다. 그리고 커뮤니케이션 분배구조는 사회적 권력관계를 반영하여, 정보유통을 둘러싼 관련 주체들의 역할과 기능 및 그들의 관계에 근본적인 변화를 초래한다. 이러한 시각에서 이 글에서는 한국 사이버 공론장의 형성 요인을 규명하고자 한다. 이어서 보수의 약진에 따른 사이버 공론장의 재구조화 현황과 요인을 고찰한다. 그리고 마지막으로 보수 약진 현상에 대한 평가 및 그 정치적 함의를 제시할 것이다.

Abstract

According to the development of ICTs(Information Communication Technologies), the political communication, organization and collective action have been promoted. These changes spread revitalization of the modern public sphere in the political communication process. The public sphere is a wide-ranging symbolic and physical space which consists of the communication structures in the society. And communication structures reflect social power relationships. Futhermore it brings about the role and relationship among the communicators. With this perspective, this paper explores the social factors and political implications to form cyber public sphere in Korea. Then, the restructuring of cyber public sphere caused by the great advances made by the conservatives is examined. Lastly, the great cyber leap forward of the conservatives is evaluated and its’ implications are assessed.
