초록

이 글은 인터넷과 정치참여에 대한 기존의 동원이론과 강화이론의 이론적 충돌을 해소하기 위한 경험적 연구를 제공한다. 구체적으로 정치참여에 대한 인터넷의 효과분석에 있어 단순히 인터넷을 이용하는가 여부를 주요변수로 활용했던 기존연구와 달리 인터넷의 어떤 조건이 정치정보에 대한 접근과 정치참여를 높이는가에 주목한다. 이를 위해 인터넷 환경을 인터넷 이용량, 커뮤니티활동, 그리고 커뮤니티의 정치적 성격을 기준으로 구분하고 이 조건들이 정치정보에 대한 접근과 나아가 다양한 종류의 정치참여 행태에 미치는 영향을 분석한다. 17대 총선 직후 실시한 여론조사 자료와 로지스틱 회귀분석을 사용한 경험분석 결과는 인터넷 이용빈도와 커뮤니티활동은 시민들의 공공정보에 대한 접근에 영향을 미친다는 것과 단순한 인터넷 이용량보다 (정치적) 커뮤니티활동이 정치참여를 증진시킨다는 것을 보여준다.

Abstract

This paper deals with the inconclusive controversies between mobilization theory and reinforcement theory in the field of cyber-politics. In contrast to the existing literature which operationalize the mere use of internet as the dummy independent variable in groping for the political effects of internet, this paper focuses on which conditions of internet would enhance citizens' political activities. For this purpose, we classify the internet environment into three conditions, i.e., the amount of internet use, cyber-community activities, and political characteristics of cyber-community. We also analyze the influences of these conditions on the citizens' access to political information and their political participation. Using the survey data of the 17th Korean National Assembly Election and logistic regression method, this paper finds that the frequency of internet use increases the access to political information, and that (political) community activities rather than mere use of internet enhance political participation.
