이 글은 박정희 시대 한국 야당이 자신의 조직과 역할을 어떻게 형성하고 또 변화시켰는지 분석한다. 야당 조직의 변모는 제3공화국에 두드러지고 반대노선과 전략의 변천은 유신시대에 두드러진다. 제1, 2공화국 정당정치의 유산, 보수독점의 정치지형, 권력자원 배분과 대여투쟁 방식을 둘러싼 야당 지도자 간의 대립과 갈등 등이 60년대 야당 조직 분열에 영향을 끼쳤다. 반면 대통령제와 선거제도 등 제도적 요인으로 갈수록 강해지는 정부와 여당에 힘을 합쳐 싸워야 할 절박성이 결합해서 신민당이라는 단일 야당을 출현시켰다. 유신체제하에서 신민당 내부는 의원직 분배를 둘러싸고 후원-고객의 관계를 형성한 당내 파벌정치의 심화와 더불어 체제와의 관계 설정을 둘러싼 노선투쟁이 복합적으로 전개되는 양상을 보여 주었다. 그에 따른 신민당의 노선은 체제수용형 반대, 체제타협형 반대, 체제부정형 반대라는 세 가지 노선 사이에서 불안정한 진동을 거듭해가면서 유신체제의 전개와 그 파국적 결말에 비록 제한적이지만 결코 무시할 수 없는 영향을 행사했다.
Abstract
This study aims to trace organizational evolution of opposition parties in Park Chung Hee era and to analyze their strategy of opposition. Opposition parties' organizational shifts occurred repeatedly in the third republic(1963-1972), whereas shifts of strategies were conspicuous during the Yusin period(1972-1979). The split of opposition parties in the 1960s was caused by the legacy of traditional factionalism, by the lack of ideological division within political society, and by the strifes among party leaders over the distribution of power resources and over the strategies of opposition. On the other hand, it was dire need to join the forces against domineering Park regime that was combined with favorable institutional conditions and thus led opposition forces to unite under one opposition party, Sinmindang. During Yusin period, Sinmindang was embroiled in severe factional strife and power struggle over the choice of proper strategy among the three types of opposition: loyal, semi-loyal, and disloyal opposition. Vacillating among these types of opposition, Sinmindang exerted limited but significant influence upon the Yusin authoritarianism and its catastrophic end.
