북핵문제와 동북아 6자회담의 지정학: 역사적 성찰과 전망

초록

이 논문은 시간적 연속성 그리고 공간적 근접성을 중시하는 지정학적 관점에서 북핵문제가 지닌 동북아적 기원을 아시아․태평양전쟁으로까지 거슬러 올라가서 반추해보고, 북핵문제 해결을 위해 만들어진 동북아 6자회담의 국제정치사적 의미에 관해 다룬다. 아시아․태평양전쟁의 전후 처리문제가 지닌 국제정치사적 성격을 고려할 때, 6자회담을 통한 국제제도적 접근은 지속될 가능성이 높고, 또 지속될 필요가 있다. 북한 주민, 북한의 시대착오적 세습정권, 그리고 6자회담의 일원인 조선민주주의인민공화국(DPRK: Democratic People's Republic of Korea)이라는 국제적 실체는 분리하여 다루어질 필요가 있다. 무엇보다 아시아․태평양전쟁을 불완전하게 봉인했던 샌프란시스코평화체제를 보완할 동북아 평화체제의 구축을 위해서도 6자회담은 지속성을 지닌다.

Abstract

From the perspective of temporal continuity and spatial proximity, this paper addresses the Six-Party Talks framework, which was made for dealing with the North Korean nuclear armament problem in Northeast Asia. This paper invites readers to a historical reflection on the origins of the Northeast Asian nuclear game, which has a history going back to the Asia-Pacific War which was ended in August 1945 with the atomic bombing of Hiroshima, the Soviet entry into the war, and the atomic bombing of Nagasaki. This paper argues that, while maintaining a critical position vis-á-vis North Korea's anachronistic hereditary dictatorship based on Kim Il Sung's communist warfare experience against Japanese imperialism during the Asia-Pacific War, the Six-Party Talks is necessary not only for dealing with North Korean nuclear armament problem, which is intertwined with the legacy of the Asia-Pacific War in Northeast Asia, but also for dealing with Northeast Asian issues in general. This paper argues that the Six-Party Talks is essential for developing the Northeast Asian Peace System beyond the metastable San Francisco Peace System, which has incompletely sealed the Asia-Pacific War in 1951.
