북핵의 국제정치와 한국의 딜레마

북한이 사실상 핵무기 보유국으로 등장하고 있는 현실에서 북한의 비핵화를 위한 6자회담은 장기 공전하고 있다. 과연 국제사회는 북한의 핵무기 개발에 대해 인내를 지나 묵인하기로 한 것인가? 우리는 어떻게 대응해야 하는가? 본고는 이 질문들에 대한 해답을 찾고자 먼저 북한의 핵전략에 대해 이론적으로 검토한 후 동아시아 국제체제 전환과정을 배경으로 4강의 동아시아 정책과 북한 핵에 대한 대응전략을 고찰해보고자 한다. 미국은 세력재균형 정책을 바탕으로 인내전략, 중국은 세력팽창 정책을 바탕으로 분산전략, 일본은 적극적 기회주의를 바탕으로 우회전략, 러시아는 적극적 실용주의를 바탕으로 이중전략을 각각 구사하고 있다고 평가된다. 4강의 전략적 상호작용을 분석한 결과 유럽차원 지역갈등(미/러)과 동아시아차원 지역갈등(미/중)이 우리가 처한 핵 딜레마와 동맹 딜레마에 부정적 영향을 주고 있다. 한편 일본과 러시아는 강력한 국내정치적 필요에 의해 기회주의/실용주의 대외행태가 적극화되면서 북핵문제 해결을 위한 4강의 전략적 공감대 형성에 장애로 작용하고 있다. 더구나 북한은 핵보유국이라는 새로운 정체성에 대한 인식을 바탕으로 4강에 대해 신(新)외교를 추진하는 동향을 보이고 있어 우리의 딜레마에 새로운 차원을 더해주고 있다. 결론적으로 우리가 처한 더블 딜레마의 위험관리 방향을 제시하고자 한다.
Abstract
The world is witnessing the emergence of a de-facto nuclear-capable North Korea while the Six-Party Talks only stalls for some time. Did the international community tacitly agree to connive at the development of nuclear weapons in Pyongyang? How can Seoul respond to this? This study aims to answer these questions. First, Pyongyang’s nuclear strategy is reviewed from a theoretical perspective. Then, it attempts to analyse Four Powers’ strategy against the North’s nuclear program in the context of their East Asian policy in general. It is found that Washington pursues a strategic tolerance based on re-balancing policy, Beijing a diffusion strategy based on power-projection policy, Tokyo a detour strategy based on an active opportunist policy, Moscow a dual strategy based on an active pragmatist policy. As a result of their strategic interactions, it is analyzed that US-Russia conflict in Europe and Sino-US conflict in East Asia are aggravating the nuclear and alliance dilemmas in Seoul. On the while, the external activism on the part of Japan and Russia driven by their domestic political needs is impeding Four Powers’ strategic consensus on the needs to denuclearize North Korea. Furthermore, Pyongyang is estimated to promote a new diplomacy based on their self-proclaimed ‘new identity’ as a nuclear-capable state. This adds a whole new dimension to the exiting dilemmas for Seoul. Finally, some ideas are suggested for the successful risk-management of the double dilemmas.
