북핵문제에 대한 정치철학적 접근: 평화적 해결원칙을 도출하기 위하여

이 글은 북핵문제를 정치 또는 사회철학적으로 새롭게 정의함으로써 북핵문제의 평화적 해결을 단초를 제시하는데 목적이 있다. 한반도의 평화와 역내 안정을 위해 북핵문제를 우회하는 것은 불가능하며 전쟁을 통한 해결이 아니라면 그 어떤 형태로든 정치협상과 타협이 요구된다. 이러한 문제의식에 기반하여 이 글은 지난 20년간 진행된 북핵문제를 둘러싼 북미협상과정에 대해 정치철학적 관점에서 재검토한다. 핵무기를 인간욕망의 정치의 산물로 이해함으로써 역설적으로 그것에 대한 정치적 해결 역시 가능함을 이해한다. 북핵문제에 대한 평화적 해결이 불가피하다면, 이를 뒷받침하기 위해선 북핵문제 그 자체로부터 도출된 동시행동과 적절한 보상이라는 두 가지 정치적 해결원칙의 적용을 일관되게 적용하는 것이 필요하다.
Abstract
This article explores an epistemological clue for a peaceful solution on the North Korean nuclear weapons through an political or social thought approach. When it comes to the regional stability and peace, it is impossible to detour on the question of the North Korean nuclear weapons and needs a political negotiation and compromise. Based on these premises, it reviews the past twenty years political bargaining process between the North Korea and the U.S. against the Korean nuclear weapons. Since nuclear weapons are understood an outcome of human desire pursuit, paradoxically, it argues that it is possible the peaceful solving on the question of the North Korean nuclear weapons. Therefore, it needs to adapt consistently the two political principles of both a bi-countries' simultaneous action and a relevant reward corresponding the North Korea's nuclear weapons disarmament which extract the terrain of the North Korean nuclear weapons crisis in itself.
