Abstract
This article explores the process of the Six-Party Talk which has been devised to solve the painful North Korean nuclear problem, based on Social Network Theory and Actor-Network Theory. These theories shed new light on North Korean nuclear problem by stressing network among major actors related to the issue and try to bridge theoretical cleavages between structure-oriented and actor-focused approaches. The resilience of the problem challenges the usefulness of existing political and international theories, not providing practically useful theories in analyzing and prescribing North Korean problems. In a sense, the difficulty that lies in this issue requires international theorists to ponder upon the future direction of theorizing nuclear issues and East Asian international politics. This article argues the following points: 1) the United States, in building and maintaining the first Northeast Asian multilateral, track I security mechanism, i.e., the Six Party Talk, assumed the role of “translating” North Korean nuclear problem; 2) other actors have tried to have the initiative to translate the problem in their own favors; 3) the mixture of resource power and network power of all participating countries resulted in each round of the Talk; 4) strategic positions in each country have created a complex combination to direct the Talk; 5) China, and South Korea were two countries to maximize their positional power to affect the process of the Talks; and 6) the Talk did not succeed in going beyond the Obligatory Passage Point, failing to establish the Talk as the main mechanism to solve the North Korean nuclear problem.
