이 연구는 한국 국민 사이에 형성된 정부 인식의 구성적 특징을 밝히는 데 목적을 두고, 국민들이 인식하는 ‘좋은 정부’의 개념이 선행연구에서 논의된 ‘정부의 질’ 구성요소와 어떠한 연관성이 있는지를 규명하였다. 경험 분석의 결과, 한국 국민의 좋은 정부 인식에는 투입 차원의 민주성(반응성), 집행 차원의 공정성, 그리고 산출 차원의 효율성 등 선행연구에서 다루어온 정부의 질의 주요 속성들이 다차원적으로 영향을 미치고 있음을 확인하였다. 특히 ‘안전’에 대한 정부 수행의 평가가 한국 국민의 정부 인식에서 가장 중요한 요소이며, 효율성 또한 정부 평가의 우선적인 가치라는 점을 발견하였다. 이는 한국 국민 사이에 나타나는 정부 인식의 구성적 특징을 시사하며, 한국정부가 국민의 생명과 재산을 지키는 안전 분야에 각별한 관심을 쏟아야 하고, 정책결정에서의 민주성과 집행의 효율성을 높이기 위해 노력을 기울여야 한다는 정책적 함의를 제시한다.
Abstract
This paper purposes to examine how ‘good government’ perception is constructed in relation with the cognitive components of ‘the quality of government’ in Korea. The results of empirical analysis find that the security performance of government has the strongest effect on government evaluation, and the principal attributes of the quality of government―rule of law, responsiveness, impartiality, and efficiency―have also the significant influence on that. In addition, the paper confirms that the policy responsiveness of government is most strongly associated with the government perception, among the attributes of procedural quality. These findings suggest that in order to be evaluated as a good government, the Korean government needs to draw attention to security management against disasters and make an effort to improve policy responsiveness to people’s interests and demands.
