최근 좋은 정부에 대한 논의와 더불어 정부의 질이 학문적 주목을 받고 있음에도 불구하고 무엇이 정부의 질인가에 관한 이론적·실증적 연구는 흔치 않다. 정부의 질은 정부가 소임을 잘 할 수 있는 속성을 갖추고 있으면서, 동시에 정부의 소임을 이루고 있는 정도로 정의할 수 있다. 정부의 질에 관한 속성과 결과 두 가지 측면 가운데 이 논문은 속성에 초점을 두고 정부의 질에 대한 개념화와 더불어 실증분석을 통해 정부의 질을 구성하는 요인들, 즉 정부의 질을 판단할 수 있는 근거들을 찾아내는 것을 목적으로 한다. 이 논문은 이론적 논의를 통해 정부의 질을 구성하는 잠재적 개념들로 가치(value), 구조(structure), 행태(behavior) 등 3가지를 제시하였고, 구조방정식을 통한 실증분석에서 세 가지 하위개념들이 정부의 질을 구성하는 타당한 개념이 될 수 있다는 것을 밝혔다.
Abstract
Despite the growing discussions on good government and increasing attention to the notion of the quality of government (QoG), not many studies have explored the conceptual constructs of QoG, theoretically and empirically. QoG can be defined not only as properties of government with which it executes its duties, but also the degree to which a government carries out its duties. While the former definition highlights the property aspects of QoG, the latter emphasizes the consequential aspect of QoG. Focusing on the properties of QoG rather than on consequences, this paper conceptualizes QoG and identifies the constructs of QoG through structural equation modeling. Furthermore, the theorization of QoG in this paper suggests values, structures, and behaviors of a government as the latent conceptual constructs of QoG. The results of the structural equation analysis confirm that these constructs are valid in constructing QoG.
