사회신뢰와 정부의 역할

초록

이 연구는 일상적인 정부의 역할 수행과 사회신뢰 간의 관계를 분석한다. 안전성, 정부와 국민과의 소통, 정부의 청렴성과 업무수행의 공정성, 정부 간 협력, 집단 간 소통 등에 대한 인식과 사회신뢰의 관계를 2017년 한국행정연구원의 「사회통합실태조사」 결과를 활용하여 실증적으로 분석하였다. 구조방정식모형(SEM)을 활용하여 분석한 결과, 집단 간 소통, 안전성, 공정성, 국민과 소통은 사회신뢰와 긍정적인 관계가 있는 것으로 나타났다. 또한 정부의 청렴성은 부정적인 관계가, 그리고 정부 간 협력은 유의미한 관계가 없는 것으로 나타났다. 정부와 국민이 소통으로 연결되고, 정부가 공정하고 책임성 있게 업무를 수행한다면 사회신뢰 형성에도 기여할 것으로 예상할 수 있다. 최근 발표된 연구결과와 비교하면서 우리나라의 사회신뢰 증진을 위한 방안들을 논의하였다.

Abstract

This study aims to figure out the influence of the government’s daily role performance on social trust in Korea, and analyzes the relationships between safety, communication with the public, communication between social groups, integrity, fairness, governmental cooperation and social trust. The study analyzes data (n = 8,000) from Korea Social Integration Survey in 2017 and employs structural equation modeling (SEM). It finds that social trust is positively and significantly associated with communication between social groups, safety, fairness, and communication with the public, negatively related to integrity, and has no significant relationship with governmental cooperation. The test results reveal that when the government is connected with the public through active communication and conducts its daily role fairly and responsively, the level of social trust will be improved in Korea. It also discusses appropriate ways for enhancing social trust, comparing the study results with other recent research.
