카터 행정부기 미국의 대한반도 정책과 3자회담

초록

본 연구는 다양한 아카이브 자료의 비교분석을 통해, 3자회담 제안을 둘러싼 관련국들의 상호관계를 분석하였다. 3자회담은 기본적으로 미국 카터 대통령이 주도했고, 1977년과 1978년에도 한미 간에 회담에 대한 논의가 있었다. 카터는 주한미군 철수정책을 추진할 수 있는 여건의 조성을 위해 3자회담을 추진했다. 카터의 정책은 기본적으로 한반도 문제를 남북한 당사자들이 해결해야 한다는 것이었다. 다만 미국이 남북대화를 매개 내지 촉진하는 차원에서 3자회담을 제안하였다. 한국정부는 애초 3자회담을 자신에게 매우 위험한 구도라 보고, 거듭 반대하였다. 그러나 1979년 한미 정상회담을 앞두고 박정희 대통령이 이를 전격 수락하면서, 3자회담을 주한미군 철수 문제와 연계시켰다. 한국정부의 3자회담 수락은 기본적으로 카터 행정부가 회담 과정에서 한국정부와의 합의 없이 일방적으로 행동하지 않을 것이라는 신뢰를 보여주었기에 가능하였다. 반면 북한은 자신의 동맹국 소련의 태도를 의심했고, 3자회담으로는 미국정부가 북한의 국가적 존재를 승인하는 효과도 적다고 판단하여 이를 거부하였다. 이러한 사례 분석을 통해 중국의 대북한 영향력을 활용하여 한반도 문제를 해결한다는 사고의 유용성에 의문을 제기하고, 한반도의 평화정착을 위해서는 각국 정상들의 역할이 중요하다는 것을 강조하였다.

Abstract

On July 1, 1979, during the visit of U.S. President Jimmy Carter to South Korea, he and his Korean counterpart made a proposal for tripartite talks between South and North Korea and the U.S. for the purpose of relaxing tensions on the Korean Peninsula. The initiative for the tripartite talks was led by President Carter himself. Through the talks, he intended to create favorable conditions for implementing the policy of withdrawing U.S. ground forces from Korea. The U.S. government had sounded out South Korean government's reaction to the idea of tripartite talks in 1977 and 1978, and both times the Korean government voiced its strong objection. South Korean officials associated a tripartite talks with the Paris Peace Conference designed to end the war in Vietnam, during which South Vietnam was marginalized. Nevertheless, South Korean President Park Chung-hee agreed to tripartite talks just before the summit meeting with Carter in 1979, hoping that in return, the U.S. would suspend its plan for troop withdrawal from Korea. The Carter administration had kept South Korean officials informed about North Korea's attempts to establish contacts with the U.S. and the contents of discussions between the U.S. and the PRC on Korea-related issues. This helped to ease Seoul’s concern that the U.S. government might take unilateral action without consulting South Korea in the process of tripartite talks. However, North Korea rejected the proposal. Pyongyang feared the tripartite talks would accelerate contacts between the Soviet Union and South Korea, which were developing relatively well during that time, especially when compared to the lack of progress in contacts between North Korea and the U.S.
