중국의 반접근/지역거부(A2/AD) 전략과 딜레마: 삼각 억지와 강압을 중심으로

본고는 향후 미중 간 군사충돌과 위기에 있어 중국이 반접근/지역거부(A2/AD: Anti-access/Area Denial) 전략을 행사할 경우 이에 대한 영향과 문제에 대하여 살펴보았다. 본고는 유사시 중국의 A2/AD가 미국뿐만 아니라 다른 역내 국가들, 특히 역내 미국 동맹국들도 겨냥할 가능성에 주목하였다. 따라서 중국의 A2/AD 전략은 미국과 중국뿐만 아니라 다른 역내 국가들도 연관될 가능성을 반영하여 세 명 이상의 행위자에 기반한 삼각 억지와 강압(triangular deterrence and coercion) 차원에서 중국의 A2/AD를 살펴보았다. 결과적으로 중국의 미사일 전력과 인도-태평양에서 미국의 대중 견제 전략 등을 고려할 때 본고는 중국이 A2/AD를 이용하여 삼각 억지와 강압 전략을 행사할 동기와 역량을 모두 충족한다고 평가하였다. 그럼에도 불구하고 A2/AD를 이용한 중국의 삼각 억지와 강압이 완전억지이론(perfect deterrence theory)과 도구적 합리성 차원에서 중대한 전략적 딜레마 문제를 가질 가능성을 제기하였다.
Abstract
This article explores the ramifications of A2/AD in the context of possible military confrontation between the United States and China. The focal point is on the utilization of A2/AD by China on both the US and its allies in the region. To address these complex relationships between three or more actors, this article utilizes the concept of triangular deterrence and coercion. To briefly preview the conclusion, this article finds that China has both the motive and capacity to use A2/AD considering the size of its missile force and US policies such as the Indo-Pacific strategy. Nonetheless, it also finds that China’s A2/AD strategy based on deterrence and coercion faces serious dilemmas in the context of the perfect deterrence theory and instrumental rationality. It is highly likely that China cannot abandon nor vigorously pursue its A2/AD strategy.
