한국 사드(THAAD) 배치와 미중 군사전략 충돌

왜 중국은 미국과 한국이 수차 순수한 방어체제라고 반복적으로 주장하는 사드의 한국배치를 왜 강력히 반대하는가? 무엇이 중국으로 하여금 사드의 한국 배치를 두려워하게 하는 것인가? 또 왜 미국은 중국이 이렇게 극단적으로 반대하는 사드의 한국배치를 일관되게 추진하는가? 위의 질문들과 같이 본 연구는 미국이 사드의 한국배치를 왜 고집ㅎ사는지 그리고 중국은 왜 강력히 반대하는지를 규명하는데 연구 목적이 있다. 연구결과, 미국은 중국의 부상을 견제하기 위해 '재균형정책'을 추진하고 이를 실행해하기 방안으로 '전영역접근개념'을 채택하고 있다. 사드는 '전영역접근전략'의 핵심 역량이다. 반면 중국은 미국에 대응하기 위해 '균형정책'을 추진하고 실행전략으로 '반접근/지역거부 전략'을 채택하고 있다. 사드가 배치되면 이 전략이 작동될 수없고 미국의 접근을 허용하게되기 때문에 반대하는 것이다. 즉 사드는 미국과 중국의 군사전략의 핵심충돌 사안이기 때문에 양국 모두 양보하기 어려운 것이다.
Abstract
Why China actively has opposed deployment of thaad on South Korea? Why the U.S. has kept to install thaad on South Korea? What could be the choice of the new South Korean government under the pressures of the U.S. and China? This paper attempts to answer the questions mentioned above. The results of the research show that Thaad is the key weaponary system for 'All Domain Access Strategy' that the U.S. has adopted to make 'rebalance' against China. Conversely, the Thaad could undermine the 'Anti-Acdess/Area Denial Strategy' that China has pursued to prevent from the U.S. intervention. Thus, both countries can not yield their own decision with regard to the deployment of Thaad on South Korea.
