미국의 파트너십 확대를 통한 대(對)중국 견제 전략과 함의

초록

이 글은 중국의 위협에 대응하기 위해 미국이 인도-태평양전략을 추진하는 과정에서 예상되는 과제와 파트너십 추진 전략에 주목한다. 특히 미중 분쟁 상황 시 직접적인 대응 전력으로 평가받는 미 해군 주요 플랫폼을 대상으로 구체적인 전략을 확인했다. 미국은 점증하는 중국 해군의 위협에 대해 군사적 대응의 필요성을 지각한 것으로 알 수 있다. 그럼에도 불구하고, 중국 해군력이 성장하는 속도 대비 미 해군의 자체적인 대응 준비태세에는 한계가 있는 현실을 확인할 수 있었다. 이에 미국은 동맹 및 파트너와의 협력을 통해 공동으로 대응하기 위한 움직임을 실천하고자 한다. 특히 첨단 군사과학기술 분야에서 중국 대비 초격차 기술을 확보하여 선제적으로 중국의 위협을 상쇄시키는 전략을 추진한다. 미 해군의 핵심 플랫폼인 원자력 추진 잠수함과 항공모함을 활용한 해양안보 협력 움직임은 이러한 미국의 전략적 방향성을 잘 보여준다. 포괄적 한미동맹 강화를 목표로 한국이 수행할 수 있는 주요 플랫폼의 상호운용성 강화와 해양협력 방안을 적극적으로 제기하는 노력이 필요한 시점이다.

Abstract

This article focuses on the tasks and partnership strategies expected in the course of the US Indo-Pacific Strategy in response to the Chinese threat. In particular, it confirmed specific strategies for major U.S. Navy platforms, which are evaluated as a direct response force in the event of a US-China conflict. It can be seen that the United States perceived the necessity of a military response to the growing threat of the The PLA Navy. Nevertheless, the U.S. Navy's self-response readiness has limitations compared to the speed at which China's naval power is growing. Accordingly, the United States intends to implement a movement to respond jointly through cooperation with its allies and partners. In particular, in the field of advanced military science and technology, the strategy is to preemptively offset the threat from China by securing technology that is super-gap compared to China. Maritime security cooperation using nuclear-powered submarines and aircraft carriers, which are the core platforms of the US Navy, shows the strategic direction of the United States. With the goal of strengthening the comprehensive ROK-U.S. alliance, it is necessary to make efforts to strengthen interoperability of major platforms that Korea can carry out and actively propose measures for maritime cooperation.
