중·일·대만의 반접근·지역거부 전략과 한국의 안보에 주는 함의

초록

중·일·대만은 인도·태평양 전략과 A2/AD 전략의 주요 경쟁무대와 센카쿠열도 등 분쟁해역인 남서제도 및 대만해협이라는 전장환경에서 군사적 경쟁우위 확보를 위해 맞춤형 반접근·지역거부(A2/AD) 전략을 수립하고 이를 수행하기 위해 A2/AD 역량을 중심으로 핵심 전력을 증강하고 군사력을 현대화하고 있다. 본 논문에서는 A2/AD 전략에 대한 개념적 고찰을 통해 국가별로 A2/AD 전략 유형을 구분하였으며 군사력 강화 동향을 분석하였다. 중국은 공세적 패권추구형 A2/AD 전략을 통해 미·일의 인도·태평양 전략에 대응하고 해·공군 및 미사일 중심의 역량을 강화하고 있다. 일본은 능동적 방어 개념의 적극방어형 A2/AD 전략으로서 적극적 전수방위 개념에 따라 중국의 A2/AD 전략에 대응하는 counter A2AD 전략(원거리 도서방어전략, 남서벽 전략 등) 수립 및 다차원 통합방위력을 구축하고 있다. 대만은 수세적 거부형 A2/AD 전략으로서 중국의 A2/AD전략과 대만 공격 양상에 대응하는 비대칭전략 차원의 counter A2/AD 전략 및 포괄적 비대칭 전쟁 수행역량을 강화하고 있다. 한국의 A2/AD 전략은 중국이 적극방어형을 추구하면서 공세적 패권추구형으로 자연스럽게 전환한 것처럼 현재의 對북 적극방어형, 對주변국 수세적 거부형보다는 북한 및 주변국에 대한 ‘비대칭적 적극방어형 A2/AD’ 전략이 필요함을 제시하였다. 이러한 전략을 구현하기 위해서는 다영역작전의 개념 발전과 비대칭 무기체계, 전략자산 확보 추진의 필요성을 제시하였다. 이 논문이 한국이 추진해야 하는 A2/AD 전략에 대한 관심과 추가적인 연구 진행에 도움이 되기를 고대한다.

Abstract

China, Japan, and Taiwan have established customized A2/AD strategies to secure a military competitive advantage in the disputed southwestern islands, such as the Senkaku Islands and the battlefield environment of the Taiwan Strait, and are modernizing their military capabilities and increasing their core power centering on the A2/AD capabilities. This paper classified the types of A2/AD strategies by country through conceptual review and analyzed the trends toward strengthening military capabilities. China is pursing an offensive hegemony-seeking A2/AD strategy to strengthening its maritime, air force, and missile-centered capabilities in respond to the Indo-Pacific strategy of the US and Japan. In response to China's A2/AD strategy, Japan is establishing an counter-A2/AD strategy(remote island defense strategy, southwestern wall strategy, etc.) and building a multi-dimensional integrated defense capability in accordance with the concept of active Exclusively Defense as part of its active defense A2/AD strategy. Taiwan is pursuing a defensive denial A2/AD strategy to counter China's offensive A2/AD strategy and Taiwan's attack pattern, as well as strengthening its capabilities to conduct comprehensive asymmetric war. As China had naturally shifted to an offensive hegemony A2/AD, this study suggests that Korea's A2/AD strategy requires an 'asymmetric active defense A2/AD strategy' against North Korea and its neighboring countries rather than the current active defense against North Korea and defensive denial used for neighboring countries. In order to implement such a strategy, it is necessary to develop the concept of multi-domain operations, secure asymmetric weapons systems, and focus on strategic asset acquisition. We hope that this paper initiates South Korea's interest in the A2/AD strategy and promotes further research.
