초록

영국과 프랑스는 유럽안보문제에 있어서 갈등과 협력을 지속해 오고 있는 국가로 분류될 수 있다. 1900년대 초반부터 제2차 세계대전 이전까지 유럽안보 문제에서 양국은 긴밀하게 협력한 바 있다. 하지만 대전 이후 영국은 미국 중심의 나토(NATO)를 축으로 하는 대서양동맹을 지지하였고, 프랑스는 1958년 드골의 집권 하에 독자적인 안보노선을 추구하는 한편, 나토의 군사조직에서 탈퇴함으로써 영국과 다른 길을 걷게 되었다. 특히 프랑스는 나토가 아니라 유럽연합(EU)을 중심으로 하는 유럽안보 협력을 추구하는 길을 걷게 된다. 양국의 유럽안보정책은 지속적으로 대립하여 1992년 마스트리히트 조약에서 수립된 CFSP가 제대로 정립되지 못하게 되는 결과를 초래하게 된다. 그러나 양국은 1998년 12월 생 말로 정상회담에서 EU 안보영역의 강화를 위해 협력할 것을 약속함에 따라 ‘유럽안보방위정책’(ESDP)이 구성될 수 있었고, 이러한 양국의 협력은 2009년 4월 프랑스의 나토에 대한 완전 복귀선언과 2010년 11월 ‘국방안보협력선언’의 발표로 이어 져 유럽의 안보를 위해 양국이 다각도로 협력할 수 있게 되었다. 본 논문은 EU 안보축을 둘러싼 양국의 대립과 협력의 논리를 어떻게 찾을 수 있을까 라는 의문점에서 출발하고 있다. 이를 위해 영국과 프랑스의 전통적인 유럽안보인식 비교부터 출발하여 EU의 안보축의 변화를 둘러싼 양국의 유럽안보인식을 갈등과 협력을 중심으로 분석하였다. 이러한 분석과정을 통해 본 논문은 양국이 자국의 전통적 안보인식에 따라 갈등은 있겠지만 향후 유럽의 안보를 위해 긴밀하게 협력할 것과 이러한 점은 유럽통합을 위해 필요할 것임을 도출해 내고 있다.

Abstract

The Great Britain and France had cooperated to build European security more efficiently from the early 1900's to outbreak of the World War II. However, The Great Britain supported the Atlantic Alliance formed in 1949 by the NATO which the United States lead. France acted independently of other European countries under the DeGaule's rule from 1958. In the early 60's, DeGaule decided to pull out of NATO military structure and the French government took a different military strategy in Europe comparing with that of the British government. And France supported to build the European security system under the European Union not under the NATO. The Common Foreign and Security Policy(CFSP) could not be formed sufficiently under the treaty of Maastricht signed in 1992 because of the two countries' struggle on the question of European security. However, England and France promised to cooperate to build the European security more efficiently at the Anglo-French summit held at Saint-Malo in 1998. Thanks to the Saint-Malo Declaration, the EU could construct the European Security and Defence Policy(ESDP) in the frame of the community. And more over, two countries could cooperate for the European security in many ways through the announcement of France's return to the NATO military command structure in April 2009 and the 'Declaration on Defence and Security Cooperation' between England and France signed in November 2010. This research analysed that France and England would cooperate more tightly than ever in the future, even if they disagree on some parts for building European security efficiently because of their traditional different positions. This kind of cooperation between two countries will also help European integration under the EU.
