유럽통합에 관한 중·동유럽 여론 연구: 폴란드, 헝가리, 체코를 중심으로

이 글은 중·동유럽에서 유럽통합에 관한 여론은 체제전환과 유럽통합 과정 속에서 다양한 요인들이 복합적으로 작용하면서 형성, 변화되어 왔음을 규명하고자 했다. 연구방법으로 EU 집행위원회와 동유럽 각국에서 발표한 다양한 여론조사 결과를 분석하였다. 이 글은 기존의 동유럽 여론연구와 몇 가지 점에서 차별성을 갖는다. 첫째, 유럽통합에 관한 중·동유럽 여론을 국내정치 상황과 마찬가지로 아직 생성되고 변화하고 있는 것으로 파악했다. 둘째, 보다 많은 데이터를 통해 이 지역 여론의 국가적 다양성과 시차적 변화를 규명하고 이러한 차이를 가져오는 주요 요인을 분석하였다. 셋째, 여론의 반응에 영향을 미칠 수 있는 요인들의 범위를 가능한 확대하여 분석했다. 그 결과 다음과 같은 결론을 도출해낼 수 있었다. 첫째, 실용주의적 관점에서 볼 때 기존의 연구결과들에서 강조된 개인적인 사회·경제적 특성뿐만 아니라 거시적(국가적) 차원에서도 경제적 기대, 체제변화의 성과에 대한 인식, EU가입 전망 및 EU의 동유럽 확대정책 등이 여론에 영향을 미칠 수 요인으로 나타났다. 이러한 요인들은 특히 동유럽 국가들 사이에 존재하는 여론의 다양성을 설명해주고 있다. 둘째, 중·동유럽 여론조사가 사회적 변수와 정치적 요소 간 상호작용의 효과를 간과함으로써 EU가입 여론에 있어서 정치적, 이념적 고려의 비중을 과소평가하는 경향이 있음을 규명하였다. 즉, 시장경제의 원칙 또는 사회주의에 우호적인가 아닌가에 따라 유럽통합에 대한 입장이 달라질 수 있다. 셋째, 정당들이 국내정치 논쟁에서 어떻게 유럽통합 문제를 구성하고 어떠한 방식으로 여론에 영향을 미치는지를 검토하였다. 동유럽 정당정치에서는 전통적인 이념적 분열 또는 좌·우 갈등과는 별개로 ‘유럽적’ 갈등이 존재하며 국민들은 유럽문제에 있어서 이념 자체보다는 정당 충성심에 의존하고 있다는 것이 확인되었다. 넷째, EU에 관한 여론 형성에 있어 정파적 요인은 실용주의적 관점이 강조했던 사회경제적 기대 요인의 영향을 상쇄하는 결과를 낳았다. 이상과 같은 연구는 유럽통합 연구에 있어서 동유럽 여론에 관한 연구의 비중이 상당히 작다는 점을 감안할 때, 향후 이 분야 연구가 고려해야 할 다양한 분석 수준과 연구 틀을 제공한다는 데 그 의의가 있다.

Abstract

This analysis examines the factors that influence public attitudes of the european integration in the three central and east european countries: Poland, Hungary, Czech Republic. The study uses different data from European commission as well as those published by CEE countries. We tried to use reliable time series data available to find out the factors which cause the change over time in public attitudes about european integration. Trying to expand the level and the scope of influential factors, this study suggests some conclusions as follow. Firstly, from the utilitarian view, besides the dominant explanations of individual socio-economic characters, we drew some important factors at macro level: public expectation of national economic performance; perception on outcome of system change; perspective of EU membership, eastern enlargement policy of EU. These factors explain the diversity of public opinion existing among CEE nations. Secondly, opinion surveys tends to underestimate importance of political and ideological factors in evaluation of public opinion by passing over the effects of social-political interaction. The principle of market economy as well as the inclination about socialist system effect public attitude on EU membership. Thirdly, this study examines the way in which political parties structured the european issues in national political debates and how they influenced the public opinion about european integration. In East and Central Europe there exists ‘european conflict’ regardless of traditional ideological division, and popular attitudes regarding EU membership are strongly related to the political partisanship rather than to traditional left-right attachment. Finally, partisanship factor in forming public opinion about european integration offsets the socio-economic factor effect underlined by utilitarian view.
