최근 유럽연합의 확대는 경제적 통합에서 정치적 통합으로 진행되고 있다. 이 과정에서 체코, 폴란드, 헝가리와 같은 일부 신규 가입 국가에서 유럽연합의 정치적 통합과 확대에 대한 희의적 시각이 나타나고 있다. 소위 ‘유로-희의론’은 유럽연합의 정치적 통합과 관련해 주목할 만한 부분이다. 유로-회의론은 유럽연합 자체나 혹은 확대와 통합 과정의 일부에 대한 원론적 혹은 단속적 반대로 정의할 수 있다. 중동부유럽에서 나타나고 있는 유로-회의론이 현재까지는 온건하고 단속적인 형태에 머물러 있지만, 이것이 유럽연합의 통합과 확대 전반에 걸쳐 강경한 반대로 진행될 가능성은 여전히 남아있다. 따라서 본 문에서는 우선 유로-회의론을 정책에 기반한 회의론, 정체성에 기반한 회의론, 대서양주의에 기반한 회의론 그리고 정당에 기반한 회의론으로 구분하고, 중동부유럽 각국에서 유로-회의론의 원인과 그 발현 패턴을 살펴본다.
Abstract
The enlargement of European Union has been in progress from economic integration to political one recently. In this process, some skeptical views of the political integration and enlargement of European Union are emerging in some new member states. Moreover in east and central European countries, such as Czech republic, Poland and Hungary, the development of so called ‘euro-scepticism’ is being watched with keen interest associating with political integration. The ‘euro-scepticism’ is defined as principled or contingent position opposed to European Union itself or some aspects of enlargement or integration of European Union. Although the ‘euro-scepticism’ emerging in east and central Europe has been remained as moderate and contingent types of scepticism, the possibility of hard type one that may oppose all aspects of integration and enlargement of European Union is still remained. In this paper, after classifying euro-scepticism into four types, such as policy-based, identity-based, Atlanticism-based and political party-based one, I analyze the causes and patterns of euro-scepticism in east and central European countries.
